PROPERTY TAX INFORMATION for Onondaga and Cayuga County BUDGET RESULTS

The proposed 2010-11 General Fund expenditure amount is $26,357,767. This is a 3.23% decrease in the current 2009-10 voter approved budget. The projected tax levy increase is 2.19% (down from an earlier projection of 2.88%). The Public will vote on this amount on May 18, 2010. Next year will be an unprecedented year revenue-wise. Non-tax levy revenue, most notably state aid and the allocation of Onondaga County sales tax receipts, are projected to decrease significantly. District reserves will be used and operating expenses will be reduced significantly to keep the projected tax levy increase under 3% and still maintain all programs. Last year the tax levy increase was 0%. The proposed budget amount did not change from the Public Forum held on March 24, 2010. The budget detail changed slightly based on new information. The current detailed budget includes a salary freeze for the Superintendent of Schools, the Assistant Superintendent of Instruction and the Assistant Superintendent of Business and Finance. No other wage concessions are budgeted. The current detailed budget includes a reduction of 18.4 positions--6 retirements, 1 current vacancy that will not be filled, and 11.4 layoffs. Recent passage of "55/25" legislation may result in more retirements in lieu of layoffs. To date, the District has no takers. "55/25" lets an employee that is 55 and has 25 years in the NYS pension system retire without a diminishment in retirement benefits. A retirement in the position of Transportation Supervisor will be absorbed by existing positions and part-time/no benefits help as required. A retirement in the position of Secretary to District Superintendent will be absorbed by moving an existing District Office Typist 2 position to this position and abolishing the remaining vacant Typist 2 position. Demands on the District from a myriad of regulatory agencies have increased precipitously over the last several years without regard to the District’s decline in enrollment. The Secretary to District Superintendent position has been the District Tax Collector and Deputy District Clerk. The proposed budget includes stipends for this work. The Board of Education and Management know the expense of “going it alone” is getting too high for local taxpayers. All nine school districts affiliated with the Cayuga-Onondaga BOCES, and the BOCES itself, are participants in a regionalization study. All indications are that greater regionalization makes very good sense. The Regional Feasibility Report is expected to be finalized in June or July. The State is very interested in the findings and recommendations from this study. The state aid for 2011-12 is expected to be no better, and probably worse, than what is currently being projected for 2010-11; thus making progress toward greater consolidation a high priority.
